Water collects at base of wipers

Did you notice, that the way the plastic cover between the windshield and engine firewall, (on a 2011) is a collector of water where the wiper arms connect to the motor post?
Those wiper arms are in a 'well' and that's not cool. They will eventually leak. I wonder who designed that? Like today it has snowed and I cleared the snow off. Where some snow has melted, water rolls down the windshield and collected where the wiper arm post are,in the well. They will be blocks of ice in the morning, so no use of wipers. If you accidentally start the wipers, they will probably stripe a gear or something.

I wonder who designed that? They didn't live in colder climate.

I haven't noticed the water pooling issue, but I have noticed that the wiper fluid freezes on these single digit nights... I'll see tomorrow morning if it's a design flaw or if the $tealer used cheap wiper fluid.. since it froze last month, I've essentially drained most of the old wiper fluid out and replaced it with "non-diluted" fluid.

Yes I've noticed this area also has a nasty penchant for collecting soap residue in the drive through car washes only to have it blown out all over the car when you go back out on the freeway.
I have wrestled with the ice chunks this winter as well. I will say I haven't had any issue with it impacting the wiper arm movement but it cannot be good to collect there and freeze.
Would a few well placed drain holes help here?
