timing belt tensioner question .

Am getting ready to replace all the timing belt components and the belt. Read the manual and everything seems straight forward except how it describes how to replace and set the tensioner. I am not getting the loosely install and rotate crank so much and then so much the other way and then setting the clearance between the arm and the stop. Can anyone try in terms I might understand. I understand and am capable of everything but the tensioner. Thanks appreciate your help And also what is the purpose of the piece of steel when checking the belt tension
