Fwd fan always set in the high setting

A day ago I noticed that if I start the car and turn the forward blower fan dial on, it blows air as if it was set at its highest setting. When I adjust it to the higher settings it makes no changes in the air flow. The only way to stop this is if I turn the fan off completely. I read through the service manual but could not find a solution to that specific problem. My warranty has expired, that's why I'm trying to resolve this myself. I did change the vehicle battery recently, but I don't see how that would cause that. I didn't check the fuses. I also tried going through all the mode setting but that did nothing. Any ideas to what could be the problem? Any help would be greatly appreciated.

could be the control panel itself is damaged. could be dirt, debris behind the panel.

what year is your car?
 
I'll try to have a look behind there. The car is a 2006.
