AC only works when driving

The AC on my car only blows cold when driving. When it idles the cooling fan related to the AC turns very seldom. When it is turning the AC blows cold. I have pulled the fan assembly out and connected the fan directly to the battery and it operates normally. I have checked the resistance on the AC Fan relays and they all appear to be in good shape.
Any ideas?

Does the AC work when in park or neutral and increase the RPM?
