1997 infiniti i30 keyless entry remote problems

i have a 1997 infiniti i30 and recently the keyless entry remote stopped working.i thought it was the battery so i replaced it and still no luck. so i tried to use the spare remote which is like new it has been used maybe 5 times since i bought the car new but that one doesnt work either so i replaced the battery in that one too and still no luck. i brought it so the infiniti dealer and they tested the remotes and the batterys are good but for some reason the remotes dont work. they wanted to charge me $120 a remote which seems high. can anybody help?maybe they need to be reprogrammed ? any help would be great. thanks

factory remotes run excess of $100, you can get them on ebay for around $30
